"Area Website" Motion Information
Motion 01.2
Move that we create and maintain a web site to improve communication within Area 92 and to better reach the still suffering alcoholic, as described in the Website guidelines and the Alternate Chairperson's job description attachments to this motion. – Moved by Charlotte I, District 3; Byron S, District 4; Mark T, GSR, District 3; and Kelly T, DCM, District 10 & Seconded by District 9 at the July 2001 Quarterly

Motion Overview
At the January 2001 Quarterly in Spokane a motion was carried and placed on the 2001 Assembly agenda to have a web site (see background information for that motion), the motion was identical to the one that failed to achieve substantial unanimity at the 2000 Assembly. The above motion is submitted for consideration as an alternative to the one already on the Assembly agenda, and differs from the 2000 Website motion in three (3) significant ways:
- The new motion consolidates the 2000 motion and it’s 5 options into a single, abbreviated motion.
- Our fellowship does not give independent approval over the various content and services items allowed on the Website.
- Allowable content and services, identified in the Guidelines attached to the motion, are either accepted or rejected in their entirety.
- The new motion places oversight and responsibility for the Website under the Alternate Chairperson, within our current service structure, as compared to creating a new standing committee and appointed chairperson.
- Emphasizes the important role the Chairperson and Alternate Chairperson have in fostering communication within our Area. The Alternate Chairperson is not required to have special skills or Internet access: see attached Guidelines, Administration and Maintenance section.
- Avoids adding approximately $2000 to the annual Area budget for a new Chairperson’s attendance to Committee Quarterlies, Area Quarterlies, and Area Assemblies.
- The Webteam would not have voting representation at Area Quarterlies and Assemblies, and would therefore not have the traditional "Right of Participation" described by Concept IV.
- Last year’s motion called for selection of the trusted servants by the Website Committee Chairperson, the new motion allows anyone to participate in the Website activity:
- The Webteam is open to any member of our fellowship with the technical skills needed to create and maintain the Website, or the willingness to learn them.
- Non-technical tasks could be done by any member of our fellowship interested in helping the Alternate Chairperson and Webteam carry out their responsibilities.
We feel these changes are responsive to the concerns and needs voiced at the 2000 Assembly, as well as those by Home Groups and members of our fellowship since that time. Other less significant changes made to last year’s motion are given in the background information to this motion, they are available upon request.

Frequently Asked Questions about the Area Web Site Motion
- Isn’t this motion the same as last year’s motion?
- The Alternate Chairperson has enough responsibilities as it is. Won’t this add a lot more work to their job description?
- Does this mean that the Alternate Chairperson has to know how to design web sites?
- Will this motion increase expenses for the Alternate Chairperson?
- We shouldn’t show affiliation with any outside enterprises or institutions. Non-AA sites show up along with the Area 92 site in search engines when a search is made for AA and Spokane. (Tradition 6)
- We don’t want personal information posted on the site. (Traditions 11 & 12)
- How is autonomy of the Groups, Districts, Central Offices and Intergroups going to be preserved? (Tradition 4)
- We don’t want to link to any outside enterprise or other people’s AA pages. (Tradition 6)
- We don’t want non-A.A. websites linking to the Area 92 Website.
- Having E-Mail contact to Area Officers on the web site is biased, what about those Area Officers that either do not or don't want to use E-Mail?
- We will be creating a service position that can't be done by everyone.
- How can we expect to have a website when G.S.O. has hired a full-time employee?
- Not everyone has uses the Internet, is there enough benefit to justify spending the money to have an Area web site?
- How come we don't hear any negative things about the proposed web site, aren't there any issues?
Background
As the result of the failure of the website motion in 2000, a group of individuals worked out a new motion and structure which they believe addresses many of the questions/concerns with the 2000 motion (which is new Motion 1 for the 2001 Assembly). Following are the key components:
- The website will be the responsibility of the Area Alternate Chairperson (in addition to the already existing duties of the liaison/coordinator of all Area quarterlies and the Assembly)
- A website setup and maintenance credit line of $500 annually is added to the Alternate Chairperson’s budget.
- The new motion consolidates the 2000 motion and it’s 5 options into a single, abbreviated motion.
- Our fellowship does not give independent approval over the various content and services items allowed on the Website.
- Allowable content and services, identified in the Guidelines attached to the motion, are either accepted or rejected in their entirety.
- The detail attached to the motion is lengthy and may appear complex. It was designed to provide detail on how the website would work including a revised position description for the Alternate Chair and necessary changes to the Area Handbook.
If Passed
Area 92 will develop a website under the oversight of the Area Alternate Chair. The website WILL include:
- Area 92 service information, including area committee reports, with a link to GSO and the Grapevine for reference.
- Anonymous E-Mail contacts for trusted servants will be available, including Area Committee members and District, Central Office and Intergroup representatives.
- Home Group meeting information: type of meeting, time and location.(Area 92 only.)
- Area 92, District and Central Office/Intergroup service information.
- External service information as it pertains to Area 92. (PRAASA, PNWC, Regional Forms, etc.)
- Area 92 Fellowship activities. (speaker meetings, roundups, picnics, dances, etc.)
- Area 92 Handbook and Area Motions that have been placed on the Assembly Agenda, including Pros, Cons and other background information.
- Links to web sites sponsored by bona fide A.A. service entities will be provided as a service to the Website visitor.
- Districts, Central Offices and Intergroups in Area 92 wanting their own web site may use the Area’s web site hosting service
This motion would create a fully functioning web site under Alt. Chairperson, changing our basic structure. The Alt. Chairperson would be given a credit line in order to pay expenses of said site. Currently none of our elected officers have credit lines, they are only reimbursed for expenses. Also, the Alt. Chairperson’s responsibilities would be expanded to include appointment of a web team.

This last statement, where the Alternate Chairperson appoints a Webteam, is not true: see Item 3 in the above Motion Overview. Further, no where in the guidelines attached to the motion is this identified as a responsibility for the Alternate Chairperson. Item 2 of the Guidelines for Website Administration and Maintenance states the webteam is open to any A.A. member in Area 92: one need only volunteer to become a member of the Webteam, no screening or appointment is necessary. |
