Current Practice Much discussion has been had about when the Appointed officers begin their term of office. The concern has been about the period of time between December 31st and the day they are affirmed at the January quarterly. Doing research on the historic aspect of this motion seems to be that at no time in the past has an Appointed officer been selected by the Elected officers and then not affirmed by the fellowship for the term of office they were selected and appointed for. As Section 7.0 now in Washington State East Area 92s Policy Manual the aforementioned time is now untended for service in these areas.
If Passed If passed Area Appointed officers would begin their term of service beginning on January 1st following the election Assembly.
If Not Passed If not passed Area Appointed officers would begin their term of office as it is now, beginning after the presentation of the Elected officers and the affirmation by motion of the voting members of this body. (WSEA 92)
Pros Passing of this motion would avoid work not being done from January 1st to the time of the 1st Quarterly. It would also promote piece of mind for the appointed officers by allowing them to do their job without worrying about what would happen if they weren't affirmed. In other words, appointed officers wouldn't have to make a decision on whether they should or shouldn't be doing their job before affirmation at the 1st Quarterly.
Cons Quarterlies could be better scheduled to reduce the amount of time between Jan 1st and the 1st Quarterly. Work can still be done, even if an affirmation hasn't taken place. While it is more efficient to allow the appointed officers to carry-out their responsibilities before affirmation, considerations of spirituality and opportunity for growth should be of primary consideration.
Additional Information As it now stands, officers elected at the Assembly start carrying out their responsibilities before Jan 1st. Specifically, candidates for appointed positions are reviewed, selections are made, and candidates notified of the elected officers' decisions. The Area Handbook defines the appointment process. The Yakima Roundup is scheduled for January 7th-9th, which would conflict with an early Quarterly in 1999. [an error occurred while processing this directive]
