Area 92, Motion F98.1 Notes


 
Motion F98.1   The Area 92 Appointed Officers be given full "Right of Participation" as is defined in Concept IV, in Area Quarterlies & Assemblies. – Moved by Mike Mc., seconded by District 2.

Current Practice   When Area 92 was still part of Area 72 this was presented several times. This is the first time for Area 92. Many (most, but not all) Areas do allow full "Right of Participation" with voting responsibilities to their appointed officers. (See Concept IV & pg.S-94 in the Service Manual)

If Passed   If passed Area Appointed Officers would vote & have "Full Right of Participation" with 6 Elected, 7 appointed and 20 DCM's voting at Area Quarterlies. This total plus all GSRs at the Area Assemblies.

If Not Passed   If not passed the Area 92 voting structure would continue as it is now.

Pros   The A.A. Service Manual provides guidance in this area in several places: Tradition 9, Long Form (p S19); Chapter IV, The Area Committee (p S60); Chapter VIII, Area Activities (S94); Concept IV (pp 18, 19-20); and Concept IX (p 36). The gist of this guidance is that full rights of participation should accompany the responsibilities given to trusted servants. There should be no 2nd class service worker, and a sense of belonging and trust should be fostered by all who participate. Further, the right to vote is earned by virtue of the service they provide.

Cons   Voting is part of the process by which the Group's conscience is heard and carried out. While GSRs carry their Group's conscience, appointed officers merely carry their own conscience, or that of their committee. Further, appointed officers already have a vote in their own Group's conscience, why should they get two (2) votes?

Additional Information   Some Areas have a lower level of participation than does Area 92. In order to have enough votes to determine a conscience these areas decided to let Appointed Officers have voting privileges. Currently, within the Pacific Region, only Areas 72 and 92 (Washington State and Washington State East) do not follow this practice. [an error occurred while processing this directive]
