Background There has not been an International Convention since we became Area 92. When we were a part of Area 72, motions were made beginning in 1979 through 1995 to fund the current Delegate to the next International Convention. The motions were specific for each Convention. Delegates may or may not be asked to participate in the Convention.
The Panel 49 Delegate from Hawaii has just completed a survey of the practice of 56 Areas. Of those Areas responding, 21 do fund their Delegate, 14 Areas do not, 2 give the Delegate a fixed annual budget which may be used for the International (Convention), and 3 Areas were in process of deciding.
If Passed Area 92 will fund the Panel 50 Delegate to 2000 International in Minneapolis, and to fund actual expenses. It would then be expected that the Delegate attend.
If Not Passed Area 92 will not fund the Panel 50 Delegate to 2000 International in Minneapolis. The Delegate may wish to attend at his/her own expense.

| 2) | The motion initially failed to pass at the Assembly, a motion to reconsider was made by District 9 and seconded by District 3. The Districts were then polled, however the motion still failed due to lack of substantial unanimity. |
